"the dominant party – the Royal Navy in this case – would be permanently unchallenged. The Young School held that this ‘control’ was a mere trick that could be broken, if the weaker party was able to conduct a form of guerrilla warfare on the sea. This would be executed through the use of a large fleet of small vessels, whose targets would be economically vital shipping lanes. the failure to prevent their attacks would expose thalassocracy as a fraud. The raiding fleet’s low infrastructure requirements, owing to the small size of the vessels composing it, would then allow it to constantly evade prosecution by larger vessels. Being unable to destroy such an elusive force and equally unable to permit unfettered molestation of the trade lanes would coerce the hitherto dominant party into negotiation. "
